Labor mobility through Qiwa: a guide for residents and receiving employers

Understand moving to a new employer, each party’s role, notice and fees, and what to check before accepting an offer or requesting help.

A new opportunity needs a clear next step, not unconditional promises. Understand your case and Qiwa status, then choose the help you or your establishment needs.

Short answer

Labor mobility is a Qiwa transfer route initiated by the new establishment, with the worker reviewing the offer personally. Check eligibility, notice and charges first; approval without consent is not guaranteed for every case.

What does labor mobility mean?

The Ministry calls this transfer from another employer (labor mobility). It concerns a resident employee moving to a new employer through Qiwa under applicable rules, not unrestricted permission to work or guaranteed approval.

Who starts, and what does the resident do?

The new establishment submits the offer; the worker reviews and accepts or rejects it, and the current employer is notified. A Yusr request replaces neither the offer nor the worker’s decision. An offer alone does not prove a completed transfer.

What does the Ministry guide say about eligibility?

The 2021 edition lists establishment and worker requirements, including 12 months on first entry and no other transfer request. See page 5.

Are there exceptions?

Page 5 lists exceptions concerning documented contracts, unpaid wages, permits/residency and establishment consent. Their applicability must not be assumed.

When does notice begin?

The guide links notice to offer acceptance and employer notification; reduction is a separate procedure. Check the current displayed period.

Does this cover domestic workers or every absence report?

The 2021 guide excludes domestic workers and restricts absence-report cases. Check current special-case procedures; report removal is not promised.

What is Yusr’s price, and who bears official fees?

The assistance price shown below covers review, preparation and follow-up, not every transfer-related charge. The Ministry lists the electronic service as free, while Article 40 places transfer charges on the receiving employer. Unconfirmed charges are not estimated or treated as zero. Any excluded amount is explained before settlement. See the current price in the service scope and prices section below.

What does Yusr handle?

We organise the request, review requirements and help prepare and follow it within the agreed authority and scope. The worker decides whether to accept. We do not request passwords or verification codes, guarantee approval or promise that ending the previous relationship has no consequences.

What should you record when a request is blocked?

Record the stage, exact notice and request reference without posting personal details publicly. Distinguish an unaccepted offer, a waiting period and a correction request. We review the evidence rather than inventing a rejection reason.

How should you use this guide?

The detailed source is the 14 March 2021 edition, checked alongside the current Ministry service card on 17 October 2026. A review date does not mean the guide was reissued in 2026. Follow current official requirements for your case.

What to prepare

  • Identify whether you are the resident worker or receiving employer’s representative.
  • Record the receiving employer and the current offer/request stage.
  • Review offer details before acceptance; keep the reference and notices.
  • Prepare questions about eligibility, notice and any excluded charges.

Watch out for

  • Yusr does not accept the offer on the worker’s behalf.
  • Never send passwords or verification codes.
  • The published assistance price does not promise to cover all transfer charges.

Common questions

Is current-employer consent always required?

There is no single answer for every case. Check the current route and eligibility, and distinguish consent from notification.

Does paying for the service shorten notice?

No. The price pays for assistance, not exemption from an official period or requirement.

How does this differ from general employee transfer?

Employee transfer is broader; this card focuses on reviewing and preparing the labor-mobility route. Do not order both for the same procedure before agreeing the scope.

Is a particular upload mandatory at the start?

Start with the case, receiving employer and current stage. The team requests only documents needed for that case, not unnecessary files just to open a request.

Service scope and current prices

These amounts come from the current Yusr catalogue, not an invented government tariff. Review the scope and final total in the service form before confirming.
